I haven't heard that hospital doctors in France refused to hospitalize old people or told nursing homes to not even think of sending them.
But yes, there are as many strategies as there are nations when you look at the details. Denmark, Finland and Norway differed. Finland, for instance, didn't test much. Denmark did. (I had my first PCR test today, so I am far behind the 10 per capita!) But I think Finland applied lockdowns sooner and stricter.
